Added Eclipse PvE Necklace.
This necklace combines the value of a +7 neck and ring into one item.
It fuses every major stat into a single necklace, making it roughly equal to one +7 neck or ring, with some extra monster tolerance.
It is designed as an all-rounder starter accessory, giving you more room while working toward your +9 neck and rings.

Changed the PK IP system and punishments.
You now go to PK Prison if your IP is above 0. It is no longer limited to 500+ IP.
For example, even with 50 IP, you will respawn in prison.
IP payout prices have been reduced by 90%.
100 IP now costs 100,000 DIL instead of 1,000,000 DIL.
You now lose 10 IP per minute in prison instead of 3.
You cannot bail out until your IP reaches 0.

Important: no balance change is final. Do not freak out over one patch. We will keep watching the balance closely and adjust when needed.
Hunter Balance: Hunters are currently overperforming heavily, which is also why there are so many of them right now. The extra damage bonus from their 'speed' buff has been removed. This bonus was not supposed to be there in the first place.
Staff Summoner Balance: Palpus is currently overtuned for Tier 1, especially with Level 91 resistance values and no wings yet.
Palpus movement speed debuff has been reduced from 50% to 40%.
Palpus resistance debuff has been reduced from 680 to 480.
DK Square Balance: In this tier, everyone is still very fragile. Players are moving around a lot, melees have trouble reaching targets, and ranged classes are nuking each other too quickly.
To improve this, the DK Square NPC buff now gives everyone +10% PK/PvP tolerance.
The DK Square NPC buff also now gives +10% missile damage tolerance to slightly reduce ranged damage pressure.
Important: missile damage tolerance only reduces damage coming from non-melee distance. If a ranged class walks into melee range, their damage is not reduced by this stat.
